In an effort to reduce current unacceptable levels of traffic congestion for vehicles entering the U.S. from Mexico at the nation's busiest port of entry near San Diego, California, RAW was asked to prepare a study, which included among its alternatives utilization of the former commercial crossing.

The comprehensive study necessitated assembling a team of highly qualified consultants, including traffic, environmental, civil engineering, historical and biological resource, and public outreach. RAW services included travel to Mexico City on several occasions to coordinate our efforts with the Mexican government.
